Meet Jason Lokhmatov

Co-Owner, Encore Construction | Water Damage Restoration | Insurance-Related Property Restoration & Reconstruction

Jason Lokhmatov is the co-owner of Encore Construction, a family-owned restoration company serving residential and commercial property owners across Western Washington. His professional focus includes water damage restoration, emergency mitigation, insurance-related property restoration, and the coordination of restoration projects from the initial inspection through reconstruction.

Jason approaches property restoration as both a construction process and a homeowner service. Water damage can create immediate concerns about safety, moisture, damaged building materials, insurance coverage, and the cost of returning a property to its original condition. He emphasizes identifying the source of the damage, documenting affected areas, explaining the necessary work, and helping property owners understand their next steps before additional problems develop.

Encore Construction brings emergency mitigation, structural drying, mold remediation, contents packout and storage, and reconstruction together under one contractor. The company also maintains an in-house insurance documentation team to help coordinate estimates, photographs, supporting records, and communication with insurance adjusters.

He places particular importance on prompt response, accurate damage documentation, transparent communication, and continuity throughout the restoration process. His approach reflects the belief that homeowners should have a clear understanding of the damage, the proposed repairs, and their options when dealing with an unexpected property loss.

ABOUT ME

“We work with insurance companies, but we work for the homeowner.”

Property damage is often something homeowners have never had to deal with before. A pipe breaks, a water heater leaks, or someone returns from vacation to find water throughout the house. Suddenly, they have to make decisions about cleanup, repairs, insurance, and who they can trust to handle the work.

I believe the first priority is to understand what happened, identify the damage, and take action before the situation gets worse. Water does not always stay where you can see it. It can reach flooring, walls, insulation, and other building materials, which is why a proper inspection and moisture assessment are important before deciding what needs to be removed, dried, or repaired.

I also want homeowners to understand the insurance side of restoration. A lot of people assume they have to wait for their insurance company to tell them what to do or which contractor to use. In reality, homeowners have choices, and getting a professional assessment early can help them understand the damage and document the loss accurately. We work with insurance companies regularly, but our responsibility is to the property owner.

Documentation is a major part of that process. Photos, moisture readings, detailed estimates, and records of the work all help establish what happened and what was necessary to restore the property. I believe homeowners should receive clear explanations rather than being left to figure out technical restoration procedures or insurance paperwork on their own.

At Encore Construction, we handle the process from emergency mitigation through reconstruction. That continuity matters because homeowners are already dealing with enough disruption. They shouldn't have to coordinate several unrelated companies just to get their property back in order.

I also believe prevention deserves more attention. Many of the water damage situations we encounter begin with aging plumbing, failed supply lines, leaking appliances, or shutoff valves that homeowners have never needed to operate. Understanding where the main water shutoff is, checking plumbing connections, and addressing leaks immediately can prevent a relatively small problem from becoming a major restoration project.

My goal is to help property owners make informed decisions, protect their homes from additional damage, and understand what it takes to complete the restoration properly.
